I’m Elda Sinani.  From law to leadership, my journey has always been about service — about helping people and communities rise with clarity, courage, and lasting impact.

For over 25 years, I’ve worked in public life. Today, I’m honored to serve as Director of Policy & Management for the City of Stamford, overseeing more than $1.3 billion in operating and capital budgets combined. Every decision, every dollar, is about building a stronger, more resilient future.

Before stepping into municipal leadership, I practiced law and stood alongside immigrant women, helping them find their voice, their education, and their path forward. As an immigrant myself, I know what it means to take quiet potential and turn it into unstoppable progress — that’s what fuels my mission every single day.

As a professor at Trinity College, I teach the next generation to lead with courage, equity, and vision. And through my Thrive™ Method — born of doctoral research — I help leaders bring strategy, science, and presence together to transform not just themselves, but their organizations and communities.

As the founder of Thrive Global Consulting I partner with executives, government leaders, immigrant women, and entrepreneurs ready to rise, ready to create change, and ready to leave a legacy that lasts.

With a Doctorate in Law and Policy from Northeastern University and a Master of Laws from the University of Connecticut-School of Law, I possess the legal foundation to address critical issues.

My education in public policy and leadership at Harvard University, coupled with my experience in fiscal management through the Government Finance Officers Association (GFOA) and the International City/County Management Association (ICMA), equips me to guide communities effectively.

As a Certified Executive and Wellness Coach from Harvard & Yale, I seamlessly integrate wellness into strategic planning.
